hi there, im making a show van, its a peugeot partner mk3 white 2009 1.6hdi, i want to lower it before i put my sub build in, what sort would be better? springs or coillovers? thanks

Why?

A Berlingo isn't exactly a low vehicle to begin with, and making speedbump-scrapers is so... COMMON...
Jack it up! Rise above the plebeian low-riders!
Lift the roof while you're at it!
And put in a Ragtop.

Back when I got my first car (a 75 GS Pallas, a rust bucket de-luxe in 1990) the local 'Harrys' used to lower the front and jack up the rear of their cars...

I sometimes parked my GS near one of those sorry sods, and when I switched off the ignition, I pulled the height-lever to the top position. As the weight of the front pushed the oil out of the front struts, the closed valves forced the oild to the back, pushing it up to top position for an even more extreme stance...

I don't know the rules about these kind of mods in the UK, but here in Norway...
If it isn't approved by the importer or manufacturer, it just isn't legal.
(That goes for any mods to suspension or brakes. Getting forgiveness is much harder than getting permission. I know the 'DMV' guys who do the inspections.)
In my experience of lowering other cars a proper replacement coilover setup is always better than just fitting shorter springs, and if they are ride-height adjustable (not just by altering the perch position) then even better, unfortunately they don't come cheap.
When it comes to the Berlingo/Partner I believe the front suspension is coil/shock, you may be better off looking at parts from other cars, for example I believe the front suspension from a Peugeot 306 can fit? Don't quote me on that though as I've not really looked into it myself.
For the rear, isn't it a torsion bar setup? which just needs adjusting, although it can be a pain in the a*se to do, so maybe best left to a competent garage.
Sorry I can't really help much further, but aftermarket and tuning parts do seem a bit thin on the ground for the Berling/Partner models...
