Does the 1.9D have a limiter on the throttle? How is the throttle arranged?

I've been told that the throttle has a limiter on it to run the engine in and that at the first service it should be removed but is often overlooked. Is this true?

I've had a look and I can see a screw adjustable stop that the throttle lever hits when it's in a final position. Is it this? Should I fiddle with anything in there?

Most diesel fuel injection pumps (old school) have a sealed screw adjuster to limit the revs at top end. This is normally set on a phasing/calibration machine before fitting to engine and then a crimped lead seal fitted. This should not be removed. Not sure if the newer injection systems with electronics are governed in the same manner
