Just had a idea if I disconnect the fuel line from the end of the rail and crank the engine over fuel should squirt out if the pump works?
Its not going to tell me the pressure but at least I will know fuel is getting to the rail.
I think I take the un regulated end off is this right?
Forgot to ask will this berlingo have a fuel cut off switch if so were is it.

There's the 'bugger, must have crashed' switch on the bulkhead(red button) behind the battery, but if that has tripped, the fuel pump won't run at all.
A 'metal top-hat' thingie?
Sounds like you have a system with two lines(infeed and return) and a built-in pressure regulator in the reservoir.(The metal thingie)
Disconnect both fuel lines, and connect plastic tubing to the reservoir, then BLOW into the tube attached to the infeed on the reservoir. (There's no way you can manage 4Bar pressure, so it shouldn't open)
Anything coming out is a sure sign that the regulator is shot.
(I should have one of these regulators laying about. I could search it out tonight and examine it a bit)
