Heater/Demister fan not working

Hi,
2009 1.6 HDi XTR Berlingo.
Heater/Demister fan stopped working. Took to local garage and they said fuse ok, but to get to the fan to check further it is a case of removing the entire dash and that would be a Citroen dealer job!
Is this correct?
Can the fan be got at without such a pig of a job?

Its usually the blower resistor that fails, not sure on the mk3 but usually you remove the glove box and look up under the dash to the blower and the resistor pack unclips or a screw at most to remove. then unplug wiring and remove. Thanks, I'll have to get the Haynes manual and have a look before it goes to the Citroen dealers.
