Did some testing. Will post about it later.
In the meanwhile does anyone know the resistance of the TB motor coils?
My measures about 1.5 ohms. It can be measured between TB connector pins 1&2.

I tried the TB again with a lab PSU. It opens nicely with only 3.5V. In the scope image below I measured over a 0.39ohm shunt when supplying 4V to the motor and shunt.

The image shows how the valve opens in about 1s and then there is steady current draw when the valve is fully open. The current matches the 1.5ohm winding resistance I measured.

The TB makes a high pitch noise when you turn on the ignition (for about 10s time). The scope shows a 2kHz square pulse:

I will measure the CKP when I get someone to start the engine while I make measurements.
I already measured the sensor to be ok with a magnet and scope. The sensor wire measured fine to the ECU connector.

The CKP sensor signal looks ok.

My main suspect is the TB motor driver IC inside the ECU. This is what the ECU looks inside:

The driver IC is a BOSH 30348 (BOSH CJ220, Motorola MC33186) H-bridge driver (top left corner in the image).

I'll measure the IC signals tomorrow.

Does anyone know what the TB motor winding resistance should be? It can be measured from the TB connector pins 1&2.

Sorry for the late response. I don't read posts over the weekend.

That CKP signal does not look uniform. 
Are you sure that your engine compression is ok?
Did you measure it ?

I can't give you reference resistance for TB. I have 1.6 hdi engine ...

I have not measured the compression. What do I need for it?

The CKP signal may look different because I measured it while trying to start the car. And it does not start because the throttle valve is closed during starting.
If I could start the car and measure the CKP signal during idling it should look different.

BTW I measured the TB motor controller IC from the ECU. It looks normal. The output corresponds to the processor control signals. The TB motor is PWM controlled with a 2kHz signal.

One other find: With a recently fully charged battery I can control the TB motor with Lexia. If the battery is depleted (maybe 50%) the ECU resets if I try to control the TB motor.
