No crank no start need help please

I have a berlingo 2003 1.4I multispace was working 100% 

When I turn the key to on the relay under the bonnet buzzes 

Then when I turn it to start the car the buzzing stops but nothing happens

Then when I let the key return to on the relay starts buzzing again

So in my mind the relay is faulty and that means changing the circuit board but I would like any other suggestions as to what it could be or what could of caused it in the first place. 

Could it be something else that's making the relay do this?

Are you sure the battery isn't flat?

Hi guys thanks for your reply

As soon as the problem occurred I broke out the multimeter readings as follows:

Battery was 12.2v which I thought was a little low.

Crank voltage drop to 11.6 which is good I think and when I say crank voltage this is when I turn key to crank but it does not crank

So I got out the jump leads and still same problem

I will be testing the starter tomorrow is there a good way of doing this without removal?

Update 

I've tested the started connections 

Positive ok

Negative ok

Ignition wire 8 volts which should be battery voltage and getting this when trying to crank and around 2 volts when ignition is on

I put a live wire to the ignition wire and still nothing

I have taken the starter of to bench test and it is working fine

Have no idea where to go from here

I would still try with a fully charged battery because jump leads themselves still might not be ebough without leaving them for a while to put some juice back in the battery. If the battery is dead dead then they my not work anyway.

100% 12.7 - 13.2
75% 12.4
50% 12.2
25% 12.0
Discharged 0 - 11.9 -
