Lack of power Then surge 2002 1.9 D

I have a weird problem on my 2002 1.9 Non Turbo  Berlingo
The car has always been slow and lacking go,But periodically I get a surge as though an extra cyclinder or turbo has cut in
If the car would always perform like this I would be delighted.
I have changed fuel filter blown out the air filter and had a mechanic friend check for vacuum and obvious leaks.

Only other maybe related issues are . The car seems to run out of fuel when fuel gauge is nowhere near the redline .Aftertopping up all is well. The car shows no other signs of fuel starvation It goes up long draggs slowly but no cutting out or white smoke
Engine ticks over and does not hunt> I got the car seeing it had a tow bar fitted .I was hoping to pull a motor cycle on a trailer but It does not have enough power to maintain any sort of reasonable speed

I've had a similar problem on my 2002 non hdi, i just keep her well topped up.

Are there any fault codes , needs a code reader like lexia or similar

Is the flap in the egr in the air intake manifold free and working properly/not sticking half way.. (or disabled?)

It could be engine timing issues  ,I would check timing belt and settings

The crankshaft position sensor is mounted under the battery tray , is the connector OK

The  air mass sensor connection  in the air intake pipe has been noted to cause problems , one poster found his was not properly pushed home

Theres nothing in the fuel tank that blocks the pick up when levels drop?. I had an escort that used to do that , it was a bit of rag someone had put in it.

It should have easily enough power to pull a trailer with a motorbike ,depends what a reasonable speed is.

There are no fault codes .The engine is a fairly simple deisel so i'm not sure it has air mass sensor
I changed cam belt recently. I did hope the fault would be in that area but seemingly not.as S
ame after change.
A previous 205 D I had previous to this, had much more power with 150cc less Painfull on long draggs!
Odd how it can become more powerfull for a few mins?
I inted to keep the fuel level higher than I have .But that seems to be a seperate issue

It will have a air mass sensor , my 2001 is younger than yours and its got one.
From 2001 they all have electronic engine management which the air mass sensor is part of.

But why would it only happen when the tank is low ? possibly some debris in the tank.
