Personally, I think its odd. Operation of ABS, ESP etc do not effect the basic roadworthiness of a car - if its properly roadworthy and you're driving properly, they should never have to operate. Anyway, just checking the light isn't on is a rather pointless test.
As for cats on diesels, I'm yet to be convinced they are actually effective, as particulate is the main problem with diesel, rather than unburnt HCs and NOx.
The cynic in me says these have been brought in due to motor industry lobbying.:whistle:
