Ah, that's a surprise - your M49 must be one of the last registered, as the M59 was already out by 2003 (think it came out at the end of 2002).

My M49 van doesn't have central locking, but then it's an ultra-basic model.  No central locking, no electric windows, no power steering - it doesn't even have the protective plastic rubbing strips along the side of the bodywork.

passenger fuse box ? only 2 fuse box's i know, 1 under steering wheel, 1 under bonnet

That's what the Citroen system (Servicebox) says.

Have you looked behind the glovebox? I expect they mean the one under the steering wheel, but they differentiate the mentioned fuse box from the BSI. I've not had an M49 so not had to find that myself. My 2003 was an M59.

Anyway those diagrams come straight from Citroen so I doubt it's too far wrong. Just trying to help...if it's not what you wanted then just ignore it.

yeah  zion, think it means under the steering wheel, but these electric diagrams are great so thanks for your help, will post on here when i find the solution

Hopefully you can find that fuse F8 as by the looks of the wiring diagrams it controls the main feed to both the interior lights and the radio / display so that would explain the issues you're having.

mystery solved, shunt fuse in wrong position

You're the second person with a shunt (SH) link in the wrong place, how did that happen?
