The reasons given above would not generate enough tyres for the used market. Most come from tyre fitters via a tyre recycler as described in my earlier posts. The law allows for 1.7mm tread but it is recommended that tyres are changed at 3mm so many people will change tyres at between 3-4 & if they change all 4 then a couple of the tyres may well still have over 4mm.
The posters on this thread that are happy to fit used tyres all state that they choose their used tyres carefully to ensure the condition is good. This leaves the less good tyres to be fitted to cars owned by those who know nothing about tyres but cannot afford new ones.

Would it not be similarly empirical, to suggest that in addition to applicable laws/regs, people should "drive to the conditions" - this including road, weather, traffic, vehicle state among its factors?
Incidentally the most scary drive I've ever had, was in a modestly laden Berlingo with just-legal tyres, in torrential rain at 70MPH, on a three-lane highway in the middle of the night surrounded by artics doing similar speeds. At the next truck stop, pretty much everyone left the road and formed an enormous carpark, myself included - it was that bad.

Was caught out by a puddle the other night on the motorway at 70 and it just slowed me down a little. I was in a brand new car with 7mm tread winter tyres so there was no issues.
Had a done the same in the Berlingo a month ago with only just legal tyres on I am sure it would have been a much different story. Even with brand new tyres on (GT Radial) the Berlingo is twitchy an light at the front end.
