Have you checked to see if there is power going to the starter motor when the key is turned, i not a mechanic or anything but thats what i would check first. Does yours have a BSI if so it may be worth while doing a BSI reset just do a search on forum and it will bring up the procedure

If you have two keys, try the other one....could be an immobiliser fault.

The key, if it is the same as later vehicles, 'talks' to the immobiliser when inserted so
either the key sender may be damaged or possibly the receiver coil near the ignition switch.
But I don't know if your 1.9D has the same type of immobiliser as, say, my 1.6HDi.

Have you tried to bump start it? i have a problem with my starter at the mo, sometimes it just wont crank and i have to bump it. i think its the bushes on the motor and i'll be getting a new one when ive got the cash.
i dont have any problems with my instruments tho to be fair. If it bumps investigate the starter as the instrument problems may be unrelated.
