I'd get it in a garage for a look at with respect to the axle as this will give you an informed opinion for just a few bob; if you are on speaking terms with your local garage they may do it for free if you are a regular ( mine will ) otherwise £20 tops I'd say.
That way you can know one way or the other for sure, hopefully it will be good news.
I like to know the full extent of any potential problem with my vehicles so I can feel happy with treating it to an over indulgent maintenance regime ( I keep my vehicles for many many years if at all possible ).
If your front tyres are new then the rear tyres may well have been rotated to the rear and all should be good.

What's the best way of draining the PS fluid?

Syringe the reservoir much as you can, then jack up the front and disconnect the low pressure return from your pinion valve - fit a temp hose that drains into a jug or pan, and turn your steering from lock to lock (motor off, both front wheels free of the ground) repeatedly until it's just the odd drip coming out.

If you've got debris in the system, I'd also then remove and flush the pump infeed hose and flush the high pressure lines with solvent (carby cleaner is good). You can leave the temporary drain hose connected at first upon refilling, as you purge the ram of old fluid with it (this can waste a litre or two).

My steering pulses on tight corners when the engine is ticking over. Every car I've had with PAS has done the same. Turn it to full lock on tickover and it labours.
