Don't think there's a rule about overhang in front, unless it somehow reduces visibility.
(And it doesn't overtax the roof rack of course.)
No one complained about me driving around with a kayak on the roof of my car, and it not only poked beyond the front bumper, but because I always have it fastened upside down(so that it doesn't fill with rain water), the bow is a bit lower than that ladder is.

Vic roads says 1 metre front and or rear...990 mm each way... I don't always have the big one on either...think the 17"s will cause more problems...+ 3 inches...
