Have a look at the u/j at the bottom of the rack it may have dried out and they get harder to turn. Get some lube on it and see if it gets any easier.

Glow plug relay is down beside the nearside headlight. You'll have to take off some of the intake ducting to get to it, the bolt is a bit fiddly :)
