The axle is rubbing?
Either you have a rim that is completely wrong for the car, or something back there is seriously out of whack.
Frankly, I would be scared to drive it.

Is the tyre rubbing on the axle or on the wheel arch ? If it's rubbing on the axle there is something seriously wrong as the wheel must be almost horizontal. If it's rubbing on the wheel arch it's either the wrong wheel offset or the wheel is leaning in due to a failed bearing. Is it leaning it at the top of the wheel when viewed from the rear ?
So where does this bit go then ?

how safe is a 14 year old van?? I drive slow and defensively I will get it checked out by my local garage. I took it in to a Halfords type garage to get clutch checked said it was ok he said front offside spring was broken and then pointed out rear wheel was rubbing on something I've done 1100 miles in it and its been ok

Have you ever had a rear tire explode?
I have had TWO explode.
Once in my Citroën GS Pallas. The righthand rear tire 'dissolved' rather noisily.
(On that model, when the tire lost it's shape, it rubbed against the 'wheel arch' and the sharp edge rips it to pieces. Half the tire was left in the ditch)
That was rust after exiting a sharp bend and accelerating back up to 80Km/h.
What saved me(who was a rather inexperienced driver back then) was the stellar hydraulic suspension. In fact, besides som vibrations, the car didn't feel any different, even with half the tire missing.
The second episode was also in 80Km/h, and also the rear righthand tire, but driving straight in a VW Caddy.
(not my choice of car. It belongs to the office. I never drive my own car on work-related trips after a big 6WD dump-truck backed over my BX... )
Lets just say that 20+ years of driving experience was what stopped it from becoming a brown trouser moment. A lightly loaded car is easily managed. A heavily loaded one can be a BEAST!
And what does the Caddy and a Berlingo have in common?
Room for a lot of cargo...
The tire on my GS was,old retreaded and repurposed and probably failed of old age.
The one on the Caddy was less than a year old, and ha less than 10K Km on it.
(It was probably damaged because of the abundance of granite kerb stones locally)
